Teknika shkurtimisht quhet socio-historizim i termit. Me k\u00ebt\u00eb studjuesi\/studjuesja mundohet t\u00eb kuptoj\u00eb n\u00ebse nj\u00eb term i caktuar ka ndryshuar kuptim brenda nj\u00eb periudhe ose nga nj\u00ebra periudh\u00eb n\u00eb tjetr\u00ebn. Do t\u2019ju jap nj\u00eb shembull. Kam punuar mbi termat q\u00eb p\u00ebrdoreshin n\u00eb lidhje me \u201crinin\u00eb\u201d n\u00eb vitet \u201830-t\u00eb n\u00eb Shqip\u00ebri. N\u00eb nj\u00eb periudh\u00eb 19 vje\u00e7are, 1920-1939, p\u00ebrdoren disa terma t\u00eb ndrysh\u00ebm, t\u00eb lidhur k\u00ebta me evoluimin e shoq\u00ebris\u00eb n\u00eb vite. Si rrjedhim me kalimin e viteve ndryshoi grup-mosha q\u00eb p\u00ebrfshinte \u201crinin\u00eb,\u201d ndryshoi roli ekonomik q\u00eb luante kjo grup-mosh\u00eb, pritshm\u00ebrit\u00eb shtet\u00ebrore e shoq\u00ebrore ndaj saj, bot\u00ebkuptimi i individ\u00ebve q\u00eb hynin n\u00eb k\u00ebt\u00eb klasifikim, evoluan interesat e tyre kulturore, politike, ekonomike. Rrjedhimisht, socio-historicizimi tregon se termat nuk jan\u00eb nj\u00eb t\u00ebr\u00ebsi tingujsh e artikulim me p\u00ebrkufizim t\u00eb fiksuar, por nj\u00eb t\u00ebr\u00ebsi dinamikash shoq\u00ebrore q\u00eb evoluojn\u00eb.<\/p>\n<p>N\u00eb k\u00ebt\u00eb kuptim mendoj se p\u00ebrsa i p\u00ebrket Shqip\u00ebris\u00eb bashk\u00ebkohore termi analfabetiz\u00ebm p\u00ebrfshin nj\u00eb s\u00ebr\u00eb dinamikash q\u00eb i japin nj\u00eb kuptim m\u00eb t\u00eb gjer\u00eb nga \u201cs\u2019di shkrim e k\u00ebndim.\u201d Dhe ky kuptim i zgjeruar nuk \u00ebsht\u00eb aspak metaforik, por ka lidhje me nj\u00eb problematik\u00eb shoq\u00ebrore shqiptare. Ministria e Arsimit, para pak dit\u00ebsh, deklaroi se nuk ka problematik\u00eb analfabetizmi n\u00eb Shqip\u00ebri meq\u00eb gjith\u00eb 6 vje\u00e7ar\u00ebt jan\u00eb regjistruar n\u00eb shkoll\u00eb. U n\u00ebnvizua e rin\u00ebnvizua, regjistrimi 100% i tyre n\u00eb shkolla. E zem\u00eb p\u00ebr nj\u00eb moment se statistikat e pushtetit, q\u00eb ka manipuluar statistika si asnj\u00eb m\u00eb p\u00ebrpara n\u00eb k\u00ebto 100 vjet, jan\u00eb t\u00eb sakta. Por, p\u00ebrs\u00ebri, Ministria konsideron rregjistrimin si frekuentim. P\u00ebrtej k\u00ebsaj, supozon se ambjentet e shkoll\u00ebs jan\u00eb n\u00eb gjendje p\u00ebr zhvillim normalisht t\u00eb m\u00ebsimit kudo n\u00eb Shqip\u00ebri, se rruga p\u00ebr n\u00eb shkoll\u00eb \u00ebsht\u00eb n\u00eb kushte optimale n\u00eb \u00e7do cep t\u00eb vendit, se m\u00ebsuesit mund t\u00eb vazhdojn\u00eb m\u00ebsimin rregullisht dhe n\u00eb zonat m\u00eb t\u00eb thella (e n\u00eb \u00e7do stin\u00eb), dhe se t\u00eb gjith\u00eb f\u00ebmij\u00ebt kan\u00eb mund\u00ebsi ekonomike t\u00eb vazhdojn\u00eb shkoll\u00ebn (p\u00ebr t\u2019u regjistruar nuk kushton gj\u00eb).<\/p>\n<p>Ministria harron, shpresoj nga zori, se Shqip\u00ebria \u00ebsht\u00eb b\u00ebr\u00eb, ve\u00e7an\u00ebrisht gjat\u00eb k\u00ebtij pushteti, mark\u00eb bot\u00ebrore e diplomimit pa shkollim. Dhe ky, nuk ka lidhje ve\u00e7 me djalin e Bossi-t, se dihet q\u00eb djemt\u00eb e bosave e djemt\u00eb bosa b\u00ebjn\u00eb \u00e7\u2019t\u00eb duan n\u00eb vend, por dhe me nj\u00eb histori t\u00eb gjat\u00eb diplomash t\u00eb fallsifikuara q\u00eb i p\u00ebrkasin t\u00eb gjitha niveleve. K\u00ebt\u00eb dhe mund ta pranonte se nuk ka lidhje vet\u00ebm me k\u00ebt\u00eb qeveri, por instinkti i fshirjes s\u00eb problematik\u00ebs \u00ebsht\u00eb simptom\u00eb e hershme e k\u00ebtij pushteti. Gjithsesi diplomimi pa shkollim (apo marrja e d\u00ebftes\u00ebs pa frekuentim), jan\u00eb aspektet m\u00eb t\u00eb thjeshta nga nj\u00eb seri t\u00eb cilat nuk i v\u00eb n\u00eb kandar Ministria kur flet p\u00ebr problematik\u00eb analfabetizmi. \u201cHarrohen\u201d f\u00ebmij\u00ebt e ngujuar t\u00eb cil\u00ebt as q\u00eb guxojn\u00eb t\u00eb dalin nga dera e sht\u00ebpis\u00eb, jo m\u00eb t\u00eb shkojn\u00eb n\u00eb shkoll\u00eb, ashtu si\u00e7 harrohen dhe ato n\u00eb mosh\u00eb parashkollore t\u00eb cil\u00ebt i vrau skamja dhe i mban sot akoma i fresk\u00ebt dheu i k\u00ebtij vendi.<\/p>\n<p>Ministria b\u00ebn llogari t\u00eb thjeshta numrash, p\u00ebrkufizon analfabetizmin ashtu si\u00e7 dhe para 100 vjet\u00ebsh, mosdije shkrim-k\u00ebndimi, dhe hesapet dalin shk\u00eblqyesh\u00ebm! Mir\u00eb q\u00eb as me k\u00ebt\u00eb lloj vler\u00ebsimi nuk i bie t\u00eb jet\u00eb aspak shk\u00eblqyesh\u00ebm, por f\u00ebmij\u00ebt nuk jan\u00eb numra, analfabetizmi sot nuk \u00ebsht\u00eb shkrim-k\u00ebndim, dhe arsimi aq sa \u00ebsht\u00eb n\u00eb qend\u00ebr t\u00eb problemeve shoq\u00ebrore aq dhe \u00ebsht\u00eb i nd\u00ebrlidhur me to n\u00eb m\u00ebnyr\u00eb t\u00eb pazgjidhshme. Si rrjedhim, asnj\u00eb mendje profesionale dhe e p\u00ebrgjegjshme nuk do t\u00eb b\u00ebnte nj\u00eb deklarat\u00eb p\u00ebr analfabetiz\u00ebm duke e lidhur thjesht me rregjistrimin n\u00eb shkoll\u00eb apo dhe me nj\u00eb grup-mosh\u00eb, kur problematika \u00ebsht\u00eb shum\u00eb m\u00eb komplekse. Sido t\u00eb jet\u00eb, k\u00ebt\u00eb her\u00eb Ministria nuk \u00ebsht\u00eb gabuar kur thot\u00eb se problematik\u00eb analfabetizmi nuk ka.\u00a0 Meq\u00eb, dhe k\u00ebt\u00eb nuk e thot\u00eb, problematika e analfabetizmit ka ndryshuar natyr\u00eb dhe \u00ebsht\u00eb m\u00eb e r\u00ebnda q\u00eb kemi pasur n\u00eb 100 vjet: b\u00ebhet fjal\u00eb p\u00ebr analfabet\u00eb me diplom\u00eb shumica t\u00eb pun\u00ebsuar n\u00eb shtet.<\/p>\n<p>N\u00eb n\u00eb q\u00ebnd\u00ebr t\u00eb analfabetizimit, p\u00ebrher\u00eb penges\u00eb kryesore e zhvillimit t\u00eb nj\u00eb shoq\u00ebrie dhe burim i ngushtimit t\u00eb mund\u00ebsive, sot q\u00ebndrojn\u00eb analfabet\u00ebt me diplom\u00eb, t\u00eb cil\u00ebt prodhojn\u00eb analfabetiz\u00ebm, promovojn\u00eb analfabetiz\u00ebm, provokojn\u00eb analfabetiz\u00ebm. K\u00ebta kan\u00eb gjithfar\u00eb diplomash (deri dhe doktoratur\u00eb) t\u00eb rreme t\u00eb cilat u duhen thjesht p\u00ebr t\u00eb justifikuar postin e paracaktuar nga intensiteti i militantizmit p\u00ebr Partin\u00eb apo kryepushtetarin. Mir\u00eb q\u00eb s\u2019din\u00eb abc-n\u00eb (me d\u00ebshir\u00eb!), por si rrjedhoj\u00eb e k\u00ebsaj nuk din\u00eb as abc-n\u00eb e detyr\u00ebs q\u00eb kan\u00eb. T\u00eb tjer\u00eb si k\u00ebta jan\u00eb me diploma t\u00eb v\u00ebrteta n\u00eb fakt, por e kan\u00eb t\u00eb v\u00ebshtir\u00eb t\u00eb lidhin fjali n\u00eb m\u00ebnyr\u00eb korrekte apo v\u00ebn\u00eb dy fjal\u00eb rrjesht n\u00eb nj\u00eb shkres\u00eb. Nj\u00eb pjes\u00eb e mir\u00eb e k\u00ebtyre jan\u00eb t\u00eb veshur shtrenjt\u00eb e me ultra makina n\u00ebn vete, por q\u00eb ngelen analfabet\u00eb t\u00eb detyr\u00ebs, e padyshim analfabet\u00eb p\u00ebr sa i p\u00ebrket leximit t\u00eb di\u00e7kaje q\u00eb nuk \u00ebsht\u00eb fatur\u00eb!\u00a0 Nj\u00eb pjes\u00eb t\u00eb anlafabet\u00ebve i kemi n\u00eb parlament. K\u00ebta nuk din\u00eb shkrim-k\u00ebndim, se po t\u00eb dinin do t\u00eb reflektonin, ve\u00e7se din\u00eb t\u00eb zbatojn\u00eb me p\u00ebrpikm\u00ebri dhe pa asnj\u00eb pik\u00ebpyetje direktivat e kryepushtetarit.<\/p>\n<p>Ndaj, insistoj, Ministria e Arsimit ka t\u00eb drejt\u00eb kur deklaron q\u00eb s\u2019ka problematik\u00eb analfabetizmi n\u00eb Shqip\u00ebri, sepse \u00ebsht\u00eb pjes\u00eb e pushtetit q\u00eb i ka hapur udh\u00ebn diplomimit t\u00eb analfabet\u00ebve. N\u00eb k\u00ebt\u00eb kuptim termi analfabetiz\u00ebm ka ndryshuar totalisht brend\u00ebsi e ka t\u00eb tjera dinamika; m\u00eb t\u00eb pazgjidhshme, m\u00eb t\u00eb r\u00ebnda, m\u00eb t\u00eb vrazhda se 100 vjet m\u00eb par\u00eb. Por, si\u00e7 thon\u00eb \u201cpost-modernist\u00ebt,\u201d historia s\u2019\u00ebsht\u00eb nj\u00eb viz\u00eb lineare q\u00eb ec\u00ebn drejt di\u00e7kaje. Ka kthesa, rikthime, rrotullime, vazhdim\u00ebsi. T\u00eb v\u00ebshtira jan\u00eb rikthim-vazhdim-rrotullimet e historis\u00eb s\u00eb arsimit shqiptar q\u00eb duket n\u00eb nj\u00eb qorrsokak, vorbull, rreth vicioz sot m\u00eb shum\u00eb se kurr\u00eb. Gjithsesi, t\u00eb arrish t\u00eb kesh analfabet\u00eb me diplom\u00eb, dhe me poste, s\u2019\u00ebsht\u00eb e leht\u00eb. Kur kemi arrit\u00eb k\u00ebt\u00eb, nj\u00eb Zot e di, sot e mot, sot p\u00ebr nes\u00ebr \u00e7far\u00eb do t\u00eb arrijm\u00eb.
